Position Summary

One-Day-At-A-Time (ODAAT), a program partner of the Urban Affairs Coalition (UAC), is currently  looking for an individual to fill the full-time position of Residential Site Manager-Shelter Services.   

This Site Manager operates as the Shelter Administrative Manager providing administrative,  technical, and operational management to the assigned Recovery housing facility under the  direction of the Shelter Services management team. In order to achieve the organization’s  mission, goals and objectives, the Site Manager supervises all program operations and program  staff at their assigned location. The Site Manger also provides programmatic support to our target  population including but not limited to Drug and Alcohol intake and groups, in-the-field contact,  telephone support, community awareness, and program outreach support.

Key Duties & Responsibilities:

  • Directs the daily operations of the shelter/site location; manages on-site client care, on-site client intake and discharge.
  • Coordinate the intake process for all new participants, including scheduling and/or conducting intake interviews; work with referral sources to collect and verify required paperwork, and supervise client move-ins.
  • Coordinate with homeless outreach programs and Philadelphia community agencies to accept and facilitate incoming referrals, transfers, and/or discharges of service participants.
  • Engage, acquire, and maintain a comprehensive knowledge of the social, mental, physical, emotional, medical, financial, and employment status of each resident.
  • Work with Case management team to help facilitate and supervise client recovery plans.
  • Manages Homeless Management Information System (HMIS), Continuum of Care (CoC), and Philadelphia’s Coordinated Entry and Assessment-Based Referral Housing System
    (CEA-BRHS) processes including housing assessments conducted using The Vulnerability Index – Service Prioritization Decision Assistance Tool (VI-SPAT), and discharges or housing placements through CEA-BHRS and other providers and community supports.
  • Reports and documents any significant physical, behavioral or emotional issues regarding shelter or recovery client to the Case Management Team, Director of Shelter Services,
  • Executive management team, and city program contacts if instructed by Director, Administrator or ODAAT Executive Team members.
  • Prepare periodic reports and records on program activities, progress, status or other special reports for management or outside agencies.
  • Develop and schedule program work plan in accordance with specifications and funding limitations; oversees daily operations and coordinates activities of program; determines priorities in site location in which they are the primary supervising manager.
  • Conducts and document case review meetings with case management/service coordination team.
  • Conducts and document regular individual/team supervision meetings with staff.
  • Develop and maintain positive working relationships with service providers, the community, and volunteer groups.
  • Manage staff documentation completion as required including electronic record keeping system, resident files and reports as required.
  • Attend and participate in team meetings, case and concurrent review meetings with supervision and other program or agency meetings as assigned.
  • Manages and maintains oversight of tense situations with distraught and/or angry consumers through de-escalation techniques and assists staff with resolution of difficult situations. Quickly and appropriately notifies the Director of Shelter Services and Executive Leadership about situationsthat are not easily and immediately resolved.
  • Develop and facilitate recovery groups, workshops, meetings or conferences. This includes coordinating logistics, scheduling and participant communications for staff and clients.

Education, Knowledge, Skills & Abilities (Minimum Qualifications):

  • Bachelor’s degree (BA/BS) is required; Master’s degree preferred;
  • Must have the ability to work independently and can provide technical assistance to other team members;
  • Proficient in Microsoft Office Suite (Word, Excel, PowerPoint, etc.);
  • Excellent verbal and written communication skills;
  • Must be able to prioritize and meet deadlines;
  • Able to develop rapport, provide information, and refer with sensitivity to cultural issues.
  • Ability to work and communicate with staff, clients and their families, donors, vendors, community agencies, etc. to meet their needs in a polite, courteous and cooperative manner, yet appropriate assertive as situation may demand;
  • Display a high level of initiative, effort and commitment towards completing assignments efficiently;
  • Experience working with individuals with substance use disorders and strong knowledge of community resources, treatment options including MAT;
  • Comprehensive knowledge of stages of recovery and motivational interviewing counseling techniques;
  • Strong organizational, interpersonal, and assessment skills
  • Ability to transport individuals as needed, and travel to various sites and locations daily;
  • Able to meet an occasional flexible work schedule including evenings and weekends, and availability by telephone and/or cell phone;
  • Other duties as assigned.

PREFERRED EXPERIENCES:

  • Experience working with homeless individuals and/or in supportive housing,
    preferred.
  • Familiarity with Philadelphia mental health, housing and/or substance treatment
    providers.
  • Bilingual (Spanish) candidate preferred.

LICENSES AND CERTIFICATIONS

  • Valid Pennsylvania driver’s license required.

PHYSICAL REQUIREMENTS

  • Able to lift/move weight up to 50lbs.
  • Vision adequate to perform the responsibilities and functions of the job efficiently.
  • Must be able to sit or stand for 3 or more hours per day.

WORK ENVIRONMENT

The employee will work in an office and public, service-delivery environment. Hectic situations can occur in the public area of the facility characteristic to working with the homeless community and the related concerns and situations related to homeless conditions. Potential exists for volatile and unpredictable situations to occur. May experience exposure to strong odors such as soiled clothes and poor hygiene.
